There are 4-5 attacker levels

Level 1 Basic Script Kiddie – knows how to run Kali, knows some tools.

Level 2 Advanced Script Kiddie – knows the tools and commands. Can follow up with exploits.

Level 3 Skilled Attacker – Experienced, knows how to exploit through various vectors. Remain silent and covers tacks.

Level 4 Advanced Persistent Threats / Nation State – Arguably the highest level threat. Code their own programs, gains a foothold within a system due to newest bug found or vulnerability exposed. Lateral movements, data exfiltration, Malware injection.

Level 5 Researchers – Modern research is required to find the next vulnerability, or the next flaw in production.
